Yes, this is a watercolor, although it feels more like an oil painting. I used thick paint on a panel that was treated with a paste that allows the watercolors to stick. This is varnished and can be framed without glass in a floating frame ($79), or it could stand alone as it's a rigid panel (it does not have a hanger on the back) for $59.
